On July 31st, the Ministry of Finance and the State Taxation Administration issued the notice to declare that the export rebate rates of some commodities including textiles and farm chemicals will be adjusted since August 1, 2008. According to the notice, starting from August 1, 2008, the export rebate rate of some textiles and garments shall be increased from 11% to 13%; the export rebate rate of some bamboo products shall be increased to 11%; while the export rebates of red pine nuts, some farm chemicals, some organic arsenic products, paclitaxel and its products, colophony, silver, No.0 Zn, some coating products, some battery products and carbon anodes shall be cancelled. The specific influences received from this policy adjustment for export products of our city are as follows:
To increase the export rebate rate of most textiles by 2 percent is quite good news for textile export enterprises of this city. Especially under the current situation that the textile industry is generally faced with difficulties both at home and abroad, it is helpful to ease the export pressure. According to the measurement, last year, the export volume of textiles involving the adjustment of export rebate rate of our city is 1,144,710,000 USD, accounting for 90% in the textile export across the city and 31.2% in the total export volume of the whole city; among 411 textile export enterprises, there are 390 enterprises benefiting from the increase of rebate rate. From January to June of this year, the export volume is 642430,000 USD with a 39.5% year-on-year increase, accounting for 89.8% in the textile export across the city and 26.9% in the total export volume of the whole city; among 400 textile export enterprises, there are 377 enterprises benefiting from the increase of rebate rate, accounting for 94% in the textile export enterprises. It can clearly be seen that this rebate rate increase of textiles benefits most export textiles of our city as well as most textile export enterprises; especially the export of garments and apparels totally enjoys the rebate rate increase, which will obviously promote the textile export of our city.
Because the bamboo products are renewable resources, the export of pure bamboo products has always enjoyed 13% export rebate in the recent years. The bamboo products involved in this rebate rate increase by 6% are mainly bamboo and wood composite plywood, disposable bamboo chopsticks, etc. and the relevant export products of our city are few; the export in 2007 is 6.73 million USD and the export in the first half of this year is 2.18 million USD. But as the bamboo and wood composition is one of the new techniques and new products concentrated and developed by numerous bamboo floor manufacturers at present, it possesses quite good market prospect. The sizeable upward adjustment of rebate rate is to the benefit of relevant bamboo products enterprises to enhance the R&D and the development of international markets and expand the export of bamboo and wood composite floor.
The products involving the export rebate cancellation are mainly part of the farm chemicals, and as verified by this bureau and farm chemicals export enterprises including Shenghua Group, Linghua Group, Zhongshan Chemical, etc., none of the main export farm chemicals of our city is involved in the export rebate cancellation.
Besides, our province has taken the positive steps to enhance the support to foreign trade development and greatly increase the quota of foreign trade support fund. On the foundation of big increase of foreign trade in the first half of the year, we shall fall back on the prosperous situation of supportive policy to actively adjust the product structure, work hard to transform the growth mode of foreign trade and promote the healthy and rapid development of foreign trade in our city.
